Disasters can happen quickly that is why not only do you need to know how to survive but you need to know what signs to look for and what they mean.

Usually, after a disaster, FEMA is sent out to search, assess, and recover any and all that are still in danger. As they go out and search they are broken up into teams. As you can imagine this can be confusing and somewhat complicated when you are talking about the span of city blocks.

So in order to communicate they established a code in which to communicate what has been searched, what is dangerous and what is secure.
